According to the Cloud Transformation Observatory of the Politecnico di Milano, in 2025 digital sovereignty is reshaping cloud strategies: 46% of large organisations are choosing hybrid and selective approaches, prioritising data control and residency on national territory, while the generalist “cloud first” approach falls to 32%.

Challenge

A cloud migration with no interruptions

The Italy Cloud Strategy sets three guidelines for Public Administration — technological autonomy, control over data and resilience of digital services — to be pursued according to the cloud-first principle. In 2025 the push towards digital sovereignty made control over data location and the redundancy of the links to cloud providers’ regions even more central for public bodies. This administration was operating in the same scenario: it delivered essential services to citizens and businesses and already had direct access to the leading clouds, but over single, geographically distant paths. To consolidate that model it needed a redundant and scalable access, able to prepare the migration to the Italian Region without putting operational continuity at risk.

Interconnection

Avalon Campus

The interconnection is hosted in the Avalon Campus in Milan, the neutral hub where operators and cloud providers are homed. The second access to the cloud runs through a geographically distinct interconnection point: two independent paths that ensure continuity even if one of the nodes becomes unavailable.

Managed connectivity

National and International Transport

Connectivity is delivered at full bandwidth, with the ability to expand the capacity of each link on demand. The network equipment is managed by Retelit with continuous operational oversight, for an infrastructure that scales without new physical interventions.
